If the are waivers exempt, then yes. As long as you have 20-23 on the roster at all times.

Anyone not waiver exempt (you can check by searching their names) has to stay out for now

Not just to Dangles, but speaking in general. I guess there isn't really a trade reporting process, but you didn't even give the BOE an opportunity. They are supposed to look over, evaluate, rate, and release GM's if they are not doing a good job. This is a new aspect for V2, but one that hasn't been given the time necessary to show an impact on the game. Perhaps a GM makes a bad trade and it is reflected in the power rankings. Perhaps a GM makes a couple of small errors, or one big error, and gets removed. Perhaps a trade is deemed too extreme for some reason and is reversed. (This should apply in both directions as well. Or at least be taken into account, if you were able to greatly improve your roster due to lopsidedness.)

We've also seen players that were just acquired this offseason get traded multiple times.

Perspective is a little flawed. Keep in mind that these are basically off-season trades for us right now. Next month is when the trades will hopefully reduce in number.
We'll never end up with as few trades as in real life though. This is a game based around trading. Real life has other tools at their disposal to occupy their time.

Just my two cents... we shouldn't be making a bunch of rash trades like in V1. Trades should actively address needs and such. However it's each GMs job to optimize the moves they have to make the team better. There's zero reason to make very few trades just to not make trades especially if you're turning down deals that significantly improve your team. Doing that is just as bad of GMing as making too many deals.
