I wonder if this type of offer sheet becomes more common, especially with the cap very likely staying flat for next few years.

For example, a team is much more likely to figure out a way to keep Aho, then Mikheyev if they are right against the cap, and it will cost a team a player or two to make room.

Johnsson is going to be moved regardless, imo, but I think a $3m OS is probably too rich for their blood.

I don't think they'd be able to match that OS without gutting other parts of their roster. At the very least they need to move Johnsson to pay for RHD's, and a pay rise for Mikheyev would require Kerfoot and/or Kapanen to go. Toronto would probably reluctantly admit defeat and accept the 2nd as compensation.

Mikheyev might re-sign at 3M which is realistic option at this point. Would offersheet hurt us? No. its gonna get declined even IF its signed by Ilya which it wouldnt.

Mikheyev would have to agree to sign a $3M offer sheet with another team, which I think is unlikely. I think he'd be willing to take short-term lower money deal if he knows there was a bigger contract in Toronto waiting for him down the road. If someone throws $5M at him, then sure he might sign, but is he really going to leave Toronto for a marginal increase?

With Dubas spending 3 days in the hospital with Mikheyev when he had his wrist cut, he isn't signing an offer sheet. Dubas showed him how much he cares.

Why wouldn't he sign it? He came to North America to earn $$$, so why would he say no to doubling his salary?

It's also not like he'd be taking a raise to go play for Buffalo or Arizona. Rather, he'd be playing in the top 6 on one of the top contenders who play high-octane entertaining hockey, and where he'd have every opportunity of putting up points ahead of hitting UFA.
