Liljegren, Giordano, Holl were the only defensemen that played regular time last season that's why he was the best defender and those other guys often played with worst players not that hard to be the best defender if schenn and McCabe played the whole season he wouldn't have been the best defender, Brodie also plays with the top forward groups and doesn't have as much defensive time since there's so much offense.

From CBJ's perspective, LD might be even less of a need. On the right, at least he's an upgrade over someone like Gudbranson (obviously) or Boqvist, he'd probably be 2RD in a crowded room until Jiricek comes up. On the left, he's looking at 3rd-pair when everyone is healthy, unless you want to play Provorov on the 3rd pair. We just don't need defensemen, of any kind, at the moment.

Why a UFA over a rfa? well $3M cost for Brodie is comparable to cost of peeke but Columbus gets the experience and they trade a RHD for a need on the left side instead that's my only argument and they extended peeke last year so maybe they changed their minds on him
