What risk? You are getting a guy who could very possibly bounce back to a 25+ goal 60 point player for almost nothing. And if he does you can cash out big at the deadline, of he doesn't you lost a non-roster player.
Also his 2nd hip surgery is because the first one overcorrected causing the other hip to have issues. This is a very common thing with hip surgery

Dzingel was added for roster purposes... and was immediately waived? And I mean, good on TOR for getting a
solid depth D-man out of the trade, but I'm not sure I'd characterize "D-Man who can play" as the big get for TOR from the Ritchie trade.
And I get wanting to focus a lot on what Monahan was 3-4 years ago; but, "could very possibly" is just a fancy way of saying "maybe" considering
what his past three seasons have looked like for Sean. And as much as I want to dream of taking Monahan on, having him score 35 goals, and be flipped at the deadline for a big ol' package of goods, that in all likelihood isn't going to happen.
My impetus for taking on Monahan is (1) He is a true C, which CBJ need; (2) I think he could fill in the middle-six, and possible help out a developing Cole Sillinger; (3) CGY seems to be in enough of a cap situation that I could get value in taking on his contract; and, (4) yeah, sure, maybe he finds his magical touch and becomes 2017 Sam Gagner 2.0 for CBJ.
