If you're Staios, you shouldn't even begin to consider moving back from 7 to 12 for a single second whatsoever if you think it'll impact the level of player you're getting. No GM in their right mind would downgrade from a superstar prospect to a good but not great one for the cost of a late 1st and roster swap. Any team trading with them knows this.
The thought process from Ottawa here would be "we think we can get the same level of player at 12 as we can at 7, so lets get paid to make the jump". And sure, it should be worth something of value, but no other GM is going to fall for the ruse of "oh we're passing up on our ability to add a blue chip prospect here so you need to pay the moon and sun to trade up".
As for the value of the package? We can sit here all day and debate what Laughton's actual value should be, but the very plain matter of fact is Briere has put his price at a first round pick. Ottawa has been reported multiple times to want to move Joseph for cap purposes, and that's the only reason Philly would take him. So you're basically looking at Philly trading an actual first, a player they value at a 1st, and a contract they don't have any desire for to move up 5 spots. Yes, that is an overpay and not something Briere should or would consider
