rebulding team to competing= no tax as they dont compete vs each other for payoffs spots.

both team competing= they don't trade top players to each other. to pry a player the acquiring team needs to greatly overpay.

Good with the Ottawa and Carolina trades, I'd skip the blues one. The Sabres need more of a defensive 3c than Hayes.
