Blues can't really afford to do 3 things that you are proposing in that scenario.
1. Pay Marner 11.5m
2. Trade Parayko and expect the defense not to be an absolute mess
3. Trade the 24 1st
The combination of all 3 things is a recipe for disaster. We don't have any semblance of a Defensive prospect pool outside of Lindstein and a few guys who could get some games at the NHL level at the bottom of the lineup. We also cannot trade Parayko unless we're fulling revamping the defense. In this scenario you're asking us to trade Parayko and spend an excess of 5 million of our somewhat limited cap on Marner, while trading our best chance at adding a plus level prospect on the defensive side in our 2024 1st. Time and construction isn't right for the Blues to do something like this. Not a knock on Marner, or really a reflection of value alone. It just creates a catastrophic mess that we can't get out of anytime soon.
