First, Ostlund turned 19 y/o before the end of the season so it was mostly when he was almost 19. But they're both very close in age. I'm not sure why you're so quick to discredit junior leagues. Connor Bedard played in junior last season
Secondly, as you maybe heard before, development is not linear so Ostlund had more pedigree as he developed more at a younger age, hence why one was a 1st round pick and the other one a 3rd round pick. Not sure why I have to explain this but what matters is what happens AFTER the draft.
In their draft year, Pettersson scored 25 goals in 46 games in J20 while Ostlund scored 9 goals in 32 games in the same league. Ostlund was still taken higher because of better skating and higher end skillset
Jonathan Dahlen at the same age (but 3 months older) scored 25 goals and 44 pts in 45 games against MEN (same league where NO had 6 goals 26 pts in 37 games). He was a 2nd round pick and while he had potential he never was never a VERY good prospect

Equal competition would be the WJC for example, both had 4 pts in 7 games
I never said Pettersson was a better prospect than Ostlund, but since Oskar was a recent 3rd round pick and Noah a 1st, what makes people think Ostlund is a VERY good prospect? Sure he could take a high bump in his development but so far it didn't happen and as we have seen so many times in the past, it's not guarantied.

Maybe it's the semantics but Jarventie is a pretty good prospect, not a very good one. Very good ones would be Savoie, Levi, Greig, etc
