By definition, the draft pick involved in the Myers trade has to be your 2024 fourth because as you note, paying his signing bonus is a pre-requisite to the trade, and that can't happen until after the 2023 draft in June.

That is technically an overpay for the 11th overall pick. Which, as a last moment draft day deal to get someone KD and his team really want, I could see CHI overpaying, depending on who is available. But, I doubt CHI does anything like this. They don't seem desperate to move up. They seem more interested in capitalizing on other teams cap problems, but they have also expressed interest in trading back and/or acquiring more late 1st's. It all depends on who is available and what other teams are willing to do. I don't think there is as much desperation from CHI's camp, to move up, as there is in the fantasies of CHI's fan base.
