IF development has taken a significant step forward, a trade or two (+Leo Carlsson) get them much better at the faceoff dot, AND Babcock lights a fire under that nonexistent power play, I would say yes they could challenge for a wildcard spot. There were a lot of games that a single power play goal could have meant at least 1 point in the standings. Babcock rebuilding the whole X's and O's part of the game is necessary and if it clicks and puck control gets to where it needs to be, the Jackets could have a monster comeback year.
That being said, Hayes with that much retained will cost a fair amount more. Roslovic is not a Torts guy and would probably be nixed immediately if Torts has any say. At that level I see Bemstrom, Foudy, this years 4th, and whatever they deem necessary to eat another million more than they should.
My last argument is at third overall if the Jackets get either Carlsson or Fantilli, they will start in the middle of the lineup.
