forgive me I haven't read the CBA in a while but can't they just give him a boatload of performance bonuses re: bergies contract, just counts against the cap next year

Signing bonuses count towards cap.
Performances bonuses only count towards the cap when they are hit. Boston used performance bonuses on Kreijci and Bergeron this year to start the year under the cap. BUT they hit the bonuses and are going to have some serious overages for next year. Meaning they will have close to 4m less cap to play with next year.

Tarasenko is too young for a performance bonus. Those only work on 35+ contracts or ELC contracts.
