If you read the trade bait article Seravalli told you why. Hamilton is on last year of deal. CAR has tons of D depth. CAR has also made a significant move the past 2 offseason a including a player who was in the last year of their contract, Faulk (UFA) and Lindholm (RFA).

Dougie is on there for 3 reasons:
A. Carolina is a not a traditional market and obviously cant afford to pay such high salaries
2. Carolina traded Faulk one year from UFA because a deal wasnt worked out so, they are guessing based on history
3. Most importantly, there is one Canadian team that hasnt won since 1967 and TSN know they click the heck out of the article reading that a guy they need is available via trade (click bait).
