Best NHL team in modern history is the 2001-02 Detroit Red Wings (9 players already in the Hall of Fame, 1 coach, and another possible in Pavel Datsyuk, with the GM probably going in too) with a $66.64 M payroll--which under the cap was possible during the 14-15 season (unless you mean best post cap team then it would be the 07-08 Wings or 12-13 Hawks).
