I believe there is a window of time to submit a concurrent transaction in order to stay roster compliant, but I'd have to look through the CBA.
I can tell you that the Canadiens sent De La Rose to the minors the day after they claimed Byron.

A" on its Active Roster pending the expiration of the Waiver period set forth in Section 13.18.

B's" Player Salary and Bonuses are included in the Club's Actual and Averaged Club Salary and
the Players' Share for purposes of Article 50. At the conclusion of the Waiver period for such
"Player B," if he has not been claimed, the Club must immediately (i.e., that day) Loan "Player
