There were sixty-five (65) players with No Movement Clauses (NMC) before the 2017 expansion draft. Many were asked to waive. Only two did.

Three were injury exemptions (shown here on LTIR).

I don't know the rules after you waived it once that season but Taylor Hall waived to go to the Bruins. However does this not mean that the Bruins need to protect him for this expansion draft?
