No. Team A can steal the player back at any point until the end of the season. (Though I don't think anyone is unscrupulous enough to do that, especially with Booth out.)

Yep. In the offseason, team A loses the ability to steal.

NTCs can be traded once, correct?

No-Trade Clauses may be waived up to two times a year, but may not be waived more than five times throughout the aggregate duration of the clause.

So i can do my trade involving a NTC right away or does the BOE have to agree if it can be waived?

Yes, there is no approval period involving the NTCs. They may only be moved up to twice a year but no more than 5 times total.
