I'm not going to give a verdict on the other two yet. I'd like to see the deals you have lined up first to a) make sure that they are being traded to a legitimate Cup contender and b) make sure that it's actual rebuilding move, and you aren't just asking for the clauses to be waived in order to move them.

Agree that Marchand doesn't get wauived. Has more than enough good years left in him to remain part of a retool. Boston has enough good young pieces that can play in the NHL now that a retool could be playoff ready in one year. Chara i am split on so I won't vote on him. I do believe Backes would waive his NMC for the right situation if Boston isn't 100% committed to a cup now. So my votes:
Marchand - 0-4 , NMC will not be waived.
Chara - 1-1, NMC pending
Backes 2-0, NMC can possibly be waived pending approval of others.*

*With Backes, I suggest making the NMC being waived only for a cup contender. Cannot be done sheerly as a pure cap dump move.

Recently signed an extension, demonstrating that he wants to be in Boston for the length of his contract. Because of this, the NMC of Brad Marchand is not waived.

Zdeno Chara: Denied 1-1 ; 0-1

No evidence has been presented as to why his NMC should be waived. It is not on the BOE or BOG to present circumstances in which he would waive his NMC, it is on the GM. Because of this, the NMC of Zdeno Chara is not waived.

David Backes: Denied 2-0 ; 0-1

Again, there has been zero evidence as to why the NMC should be waived. It is not on the BOE or BOG to present circumstances in which he would waive his NMC, it is on the GM. Although the BOG has currently voted 2-0, it is in my judgement that a slippery slope will occur and more and more NMC will be waived under conditions that I consider invalid and insufficient. Furthermore, the NMC of David Backes is not waived on the grounds that zero evidence has been presented as to why.

In summery, all three NMC's have been denied and are not eligible to be waived.

You'd have to provide the BOE/BOG with legitimate IRL evidence that he would potentially waive. If you can do that, it'd be considered
