You can announce it all you want if you don't sign him. People are going to offer you FAR less because there's still that little chance they lose him to FA for nothing....kinda like you will.
If you do sign him, you can't trade him until January 2019, that's 10 months for his value to drop even lower.
With guys in the position where Turris is, teams want to pay to get them now so they can sign him to a contract that fits that team....not trade for him and have to take on a contract some other team gave him.
One last thing I need to ask...what is Mark Stone's status?

Sorry, but i think it's too late for you to be involved in UFA extensions right now (there will be another chance to extend UFAs later). If you wait on Stone his rights will cost less than what he is worth now and if you sign him you can't trade him for 10 months
