A good penalty killer carries very little value, especially as a defenseman. There is next to zero offense from Forbort. There are better ways to spend 3 million, and a specialized defenseman is not usually a good choice unless you are adding him for injury insurance in tbe playoffs.

Penalty killing defensemen can be found all over. It's not exactly a hot commodity. Most, if not all, teams already have their designated PK D. Adding another one doesn't really do much except maybe diminish the offense by having 2 offensively challenged D. There is just not a lot of trade value unless it is a playoff team wanting added insurance.
