They will try to sign him at all cost, however, they might not ultimately come to an agreement. If he says early enough he doesn't want to sign then maybe they can trade him but he does have a NMC in that final year.

As a Kings fan, I respectfully decline signing Matthews at that price. No more paying individual players at the expense of team success.

Maybe Matthews surprises everyone and plays in a college arena( I think they would need to have a new arena deal in place). Keller is his off-season skating buddy, they have some good prospects already, and who knows who they will get this year, and the next.

He probably does but if they aren't paying as well and ARZ is then maybe it happens, and perhaps ARZ will have pieces to be more competitive.

Yeah, they could be. Another team to consider would be Chicago, big market, another original 6 team, will have cap. They will be going into year 3 of the 5-year rebuild, so might require some patience on Matthews' part or his signing could signal the end of the rebuild.

He publicly stated he was staying multiple times.

At some point, he could have decided to test free agency and see what was out there. People change their minds all the time. There's no way for us to know that he always intended to leave but would publicly state that he wasn't. It's quite possible that he was lying, not everything that is said to the media by players, coaches, or general managers is true, but we just don't know.

However, he would have been expected to lie in the media by management anyways, while they try to convince him to stay or work a trade. Either he would be a villain to Isle fans just like Gaudreau and Tkachuk in Calgary now.

Apparently he lied to Snow too because Garth Snow has said he would have traded Tavares at the TDL had he known.

I didn't mean to imply that Snow knew, I was just saying that even if it was known that he wanted to leave, he would have been expected to lie.

Tavares would have had to know at the time for it to have been a lie.

He's paying Canadian tax rates right now, which are neck and neck with what he'd be paying in California. I also see an ACGM here with an extra $2.4M and a handful of contracts that are very aggressive(6x$7.5M for Byfield?) so I'd argue there's easily room here to bump that AAV from $13M to $15M.

Nah, a lie is knowingly contradicting the truth. Nowadays, people would make a mistake and then say "Actually I lied" before proceeding to correct themselves. If you can lie by accident, then there is no reason to be upset with a liar, and every liar would have an excuse.
