There is no procedure for it. LTIR retirement is based on the health of the player in question. If they are too hurt to continue playing they will be placed on LTIR until the contract runs out if hurt playing hockey to allow access to medical care provided by the teams.

I agree with you. Let's imagine the Oilers come the summer are very close to the cap. Then Draistail and McDavid total 21m have off season injuries and will out for the whole year. This 10% rule would just allow the Oilers to spend about 8.3m in replacement for the season. No, the Oilers could spend 21m in replacement players.

I am fairly sure there is a component to approval that is a medical exam. If there is no hope of recovery, does the league approve LTIR or deny it? Like after this year... would they approve LTIR for Weber again next year?

But part of LTIR obligations falls on the player to actively try to get back medically fit. Panthers Luongo decide to retire. not LTIR, after hip surgery. He didn't want to the timeline that would be imposed on him for recovery to get NHL ready. Besides his contract was front loaded and he didn't that much money by retiring. Weber might take the same situation. Guess we'll know this summer.

The entire history of the NHL. Carey Price isn’t going to retire. No shot. Players don’t leave that kind of money on the table. Either the league approves his LTIR, or he plays. There is no third option.

Depends on a case by case basis, look at the Red Wings with Zetterberg and Franzen, ARI with Hossa, Tor with Clarkson, ect. all of the retired on LTIR from multiple years again there is no set procedure for it depends on each case and the medical review. Yes you do need league approval each season, and they have to go through a medical check each year.

The could spend 21 million on replacements after they have submitted their start of the season roster to the NHL. They would start the year with both on the cap and they place them on LTIR after the "start" of the season and the sign/trade for their replacements.

No. They could deny it. I haven’t heard of such a situation but its possible. But if it gets denied, he plays.

There used to be an upper limit. The CBA has changed, and i haven’t really kept up with it. I’m pretty sure it was 15%, but I’m not sure what it is, if anything, currently.

If you remember a few years ago there was some controversy about Joffrey Lupul of the Leafs. He had been on LTIR for at least one year(maybe two). with a hernia problem. He had been seen surfing in California (his home). Leafs who were close to cap were worried about that NMC 5.25m Lupul would have deemed fit,,,,and now bad cap would be joining the club. The Leafs were fortunate that Lupul was deemed medically unfit to play, so he remained on LTIR
To answer your question, teams, players, have to answer to the NHL (and their rules) and insurance companies whether a player is LTIR eligible. The length of LTIR can change and I imagine it's an ongoing process so the players get the best medical care, get paid, and the rules of the NHL are followed.

There is a third option.....though rarely used, is the player retires. Roberto Luongo retire, instead of going through the regiment of LTIR medical requirements. By his standards it wasn't all that much money as his contract was front loaded.....hence the Canucks are paying recapture penalties.

I'll disagree. It would impossible for a team find 20m in two competent players. And no players are waiting till game to sign massive contract.
Sorry, I think folks are really misreading the 10% or 15% restrictions. Teams are roster penalized by having injured players.
