I would take the Ottawa deal, just because I'm not confident in Reilly and Wolanin on the 2nd pair. This team needs to start winning games, and gaining that culture.
I might take the Minnesota deal, giving up size for speed. Foligno had a career season, Byron a down season, but Byron has more on ice value. Byron is two years older, but could be in the league longer than Foligno. Big slow 4th line wingers don't age well, but he's got a couple/few seasons left.
My opinion on the SJS deal might not be well received, by either fan base. Timo is better than Tatar, hands down, and 6 years younger. The last two seasons, at age 22/23, Meier has done as well as Tatar at age 28/29, and Tatar had his best two seasons of his career these last two seasons. Montreal needs to add to get Meier, and they did, but was it enough? We can't cite Tatar's draft position because he's a nine season vet, but we can cite Meier's draft position because he may not have reached his peak yet. 9th overall in 2015, taken ahead of Rantanen, taken ahead of Barzal, taken ahead of Chabot, just to name a few. The 2015 draft was a strong draft, and Meier was drafted 9th, so he could improve even more. So basically, Meier is much better than Tatar, and six years younger, so a B prospect and a 2nd isn't enough to add to Tatar, IMO.
