The Dumba trade makes no sense at all unless Minnesota retains a bunch or takes sizable cap back. Tampa is paying Cirelli 4-4.5 and Serg around 4.5 as Tampa rfa's take bridges. No team that Cirelli would really be interested in going to is offering 7+, not a chance. As already said, Tampa moves out Killorn and Paquette first, and after replacing them with close to min contracts, that leaves Tampa with approx 10 million. There's Cirelli and Serg's bridge deals. They then move on from Coburn and Johnson either through trade(most likely), or if necessary, buyout or waivers. This will save Tampa another 6.1-6.7, which gives them more than enough to sign Cernak and 3 more cheap depth guys. Cernak isn't getting more than 2.5 if he wants to stay in Tampa, and Bogo/Schenn should be just over 2 million on short term deals. Tampa shouldn't have much of an issue running 22 to start next year.

My lineup brings a 22 player roster within 400k of making cap. I'm pretty sure Brisebois will make it work fine. Dumba is a fine player but not needed for Tampa unless Minnesota retains more than they want or Tampa has other trades lined up to make it work.
