I have one rule that I want to propose that is in the Google Doc. We can deal with that at a later time, as it is somewhat minor and an addition to the GM Firings rule.

Well why don't you make it so trading is open, but only once both teams have confirmed that they have read and accept the rules?
People will definitely sign off if they can't trade until they do, and GM's will send their trading partners to the rules to affirm as well, so they'll do the "nagging" on your behalf.

For the 3 trades that have been made, don't they have to ask the BOE about making the trade official or am i getting mixed up with an older suggested rule?

I think that was a suggestion, but the BOE will only step in if the trade is one sided or some other thing that makes the trade iilegal.

I think I suggested that, but others decided it was going to be retro rather than proactive in rejecting trades for cause.
