That's not true. Stamkos wants to sign in TB first and foremost. It's really JBB's decision as Boltsradynasty said and/or the challenge of fitting him in their cap structure to not sign him at his ask. He's getting offered 3Mx8 which may be a take it or leave it offer, but at the end of the day if Stamkos ends up leaving, it's because he got pushed out.

If Stamkos hits the market, he's going to have many suitors. I wouldn't be surprised if DET is as high on his list as TOR (assuming he wants to go there). TOR is prioritizing their blueline, and I don't see Stamkos waiting on the Leafs to figure if they can sign him or not the way that Bertuzzi and Domi might. Personally, I think he would sign with FLR if they can find the cap to sign him.
