I think it's because they don't have any money to spend even though they have room on the cap, the reason they took a bunch of injured players is so they can draft players and use them in their lineup early in their careers so the money that's going to injured players isn't allocated to roster positions so odds are they won't be getting any big names at most I can see them spending $10M if they're go hard but most likely they have the picks they want and they're spending the max amount they can afford from actual revenue.
