Because what you listed basically equates to a couple of late 1st round picks. Frankly I think I think he's a risk for the Sabres too but you buy him and hope either him or Levi works our long term, no team would bank on Hart solely because he has not proven he can do it so far (and 2 late 1sts implies you are banking on him to be a sure starter).

We have read countless post that Hart has the value of a first and more while Luukkonen is nearly worthless.

Luukkonen 0.898 SV% 20 W 19 L 0 T
Flyers have surrendered 776 goals and given up 21,890 shots on goal.
Sabres have surrendered 789 goals and given up 21,934 shots on goal.
Two GK playing for equally bad defensive teams with nearly identical records other than Luukkonen has a better W/L record.
