I haven't heard any credible buyout rumors about Mantha, pretty sure that's just people extrapolating from the Caps talking to teams about him. The only media in DC that has any actual connections with the team is Tarik El-Bashir with the Athletic, and he wrote this in a mailbag last week:

I suspect the Caps are going to make an attempt to move Mantha this offseason. But, like Kuznetsov, I don’t see MacLellan making a deal just to dump his salary. (I also don’t see them buying him out, for what it’s worth.)
In another article the week before that, he wrote this:

People thinking the Caps will buy Mantha out, or pay/retain to get rid of him are going to be disappointed.
