What's factual is Philly is a bottom of the league team that have very heavily implied the intention to scorch earth (when you are apparently shopping a goalie of Carter Hart's age and caliber that generally means you intend to start over). Time increases revenue which in turn increases players asking price. Matthews will ask for more than McDavid who will in turn ask for more than Matthews...
