Last year AZ traded 27, 34, and 45 to SJS for 11 which I will take as a baseline for moving up in a draft. 8oa is higher than 11, and in a much better draft, so going by draft capital I would say "fair value" is 8oa for 18oa and all 3 of your seconds this year which are 41, 42, and 43oa.
Could Kubalik and Zadina combined get you 3 early/mid seconds in this draft? Maybe. Are they worth that for Washington? Almost certainly not. The bigger problem for Detroit is that Washington needs either true high-end prospects from the top of the draft OR true elite forwards that can help them win now. Detroit just doesn't have that player -- think Ehlers, Konecny, DeBrincat -- that the Caps would be willing to move 8oa for. Whether they're picks or players the caps don't need more assets they need elite ones, moving down for either picks or the package you have here goes in the opposite direction.
