At some point you have to start using those extra assets to acquire players to address your own needs. You simply can't maintain contracts and development for that many players.
The problem is that means Arizona has to turn towards seriously competing and I can't see that happening before a new arena (should know next month if it gets approved).
They *could* still be a cap team and operate at a deficit, but that's just financially irresponsible (since when does that matter though?) without even having the capacity for ticket sales.
