13 mil is extreme overkill, 11mil is probably enough of an "overpay" to entice him to come.
You could probably throw 10mil at Forsberg to come from NSH as a plan B

5mil to Maatta is also a criminal overpay

Is larsson already a cap dump? I think the sabres accept this immediately

The franchise is not going to be good for a while, they need to build a prospect pool and develop the players they draft before they will have any success. They did very poorly in the expansion draft imo, taking way too many older players when young guys with potential were available to be selected.

This team is in for a very difficult 5ish years maybe more. Very weird expansion draft then having very few prospects, just going to be a tough run for this team

I don't think of Larsson as a cap dump more as just not worth much - a 4th or 5th considering he's slightly overpaid

Johnny hockey isn't worth it, much better off going after Kane and/or kadri.
