Marc-André Fleury probably has the best chance, imo. He's a virtual lock for the HOF. Penguins won 3 Cups with him. Vegas' franchise was born with him as the centerpiece. He guided them to the Cup Final in their 1st season and he won the Vezina there last season.

Regarding your last question, four of the Blues' eight retired numbers are for players not in the HOF: The Plager brothers (Barclay and Bob), Bob Gassoff and Brian Sutter. Barclay Plager and Sutter were one-team men, while Bob played like 30 games for the Rangers before coming to STL. All three are considered to be heart and soul cornerstones of the franchise. Gassoff (another guy rightfully thought of in STL as being all heart) also only played for the Blues, but he died far too young in a motorcycle accident.

As for the question about players having jerseys retired by multiple team, there is the odd case of Al MacInnis. His number was retired by the Blues, but when it came time to for Calgary to do that, they had actually replaced number retirement with something they called "Forever a Flame" - which was meant to be a higher honor. So MacInnis was the first Flame inducted into that thing, and did not have his number retired. However, Calgary went back to retiring numbers a few years ago, and there is much discussion about when MacInnis will have his retired. I think it's just a matter of time, really.
