According to this site, he is. The trick is that he needs to play 4 PROFESSIONAL seasons, not 4 NHL seasons. Necas played in both the Czech league and AHL before his NHL debut (both are professional leagues)
under his NHL deal so, as far as my understanding goes, he will be eligible. I might be wrong, but that's what I pick up.

You might be right, it says he went on European assignment as an 18 year old, so I guess that season counts as a Pro, since he had the elc already signed. This is why you shouldn't sign a Draft pick to their ELC, directly after the draft, unless you're 90% sure they're NHL ready, by doing so you burn a pro season, if they don't go back to Jr or college hockey.
