Vegas is taking on extra salary, dealing a cost controlled D-man (something they surely need right now) and paying an extra two 2nd round picks for the pleasure of doing so. They'll have to now pay to fill two extra roster spots on top of taking on extra salary in the trade.

23 players makes a standard roster- you cant field a 20 man roster for the entire season- unless one or more high priced players is LTIR, which isnt the case that Im aware.
This roster looks big- but old and slow, with the worst goaltending tandem in the league. Leafs get nowhere near the cup with that pair.
