I won't take 11x7 to offer more than the Leafs, maybe that's what he would need to account for endorsements. I did my comparison (although it's not perfect since I didn't account for signing bonuses) based on if his entire salary was a base salary, the net income of 80M deal in Toronto (which the Leafs aren't offering) vs 63M elsewhere. The difference ranges from being more money in some of the tax free states to being less by some.

Front-loading the contract does two things 1) gives them more money upfront and who doesn't like that 2) bonuses get taxed different, so it saves them more money. Other teams could give signing bonuses as well though. 68M/76M of Tkachuk's deal is in signing bonuses.

I agree though that they will agree to a 9.2-9.5M deal.
