These might work for Tampa, but they won't run with a 20 man roster. If they remove Carrier for a couple of cheaper cost players, they can get there. Where Tampa is positioned, they shouldn't be moving Cirelli for futures and prospects who haven't done anything in the NHL. If Quinn or someone comparable wasn't the main piece coming back, it should be an easy pass for Tampa.

Blues are a retooling team that are still a few years away from doing anything. Taking on one year of jeannot to see if he works out in a greater role doesn't seem like a negative hes not taking any spots away from your non ready top forward prospects.

As for other young wing talent, there's Bolduc, Neighbours, Toropchenko already up, with guys like Stenberg not too far behind. Seriously, it makes no sense for the Blues. Maybe someone else will want him.
