Norris has missed half of the Sens' games in the last 3 seasons, and produced at a ~49 point pace this season. There are serious concerns about his health and his ability to play up to his cap hit. No one's spending a first on a guy with those concerns with term on his contract.

No chance pens give up that much for a guy that could very quickly become a cap dump . There’s an argument to be made that he already is a cap dump and the 1st is on the wrong side .
I think it wouldn’t make sense for the sens to move him anyways. The cost to move him could backfire quickly if he somehow finds his grove with another team and can stay healthy for more than half a season
