Maybe he has made improvements that make him more desirable than he was in the preseason. He is still young enough to take more steps developmentally. For me, it's an intriguing idea that could pay dividends and I would consider it. But, like you said, they already had an opportunity and passed for whatever reason. Maybe, by not claiming him, they were trying not to provoke any ill will or future retaliation.
