That said, I don't see him signing in Pittsburgh unless he really likes Dubas. He either stays or aims for a big market like LA/NYR/CHI (Dark Horse)

And the cost of living in Toronto is Vastly higher than pittsburgh. Housing alone is 4x higher in toronto. It's all relative.
