If he retires his cap hit still is on the books. Only way carter comes off the pens books is LTIR or a team actually wishes to trade for him and he's willing to waive.

No one actually knows. It's a 15 team NTC, Canada is 7 of them.

I think SJ is on there as well given his comments about playing close to his family in Michigan, but at 15 he's still get exposed to a couple further away teams.
