That is an unnecessary overpayment for Cat. His offense dropped, and he doesn’t have a contract in play, whilst still having that 9mil QO hanging over his head. He shouldn’t be getting more than what the Sens paid for him. Not to mention, he appears to have no desire to be in Ottawa, so the only leverage that the Sens have is that he is an RFA, and that isn’t much leverage at all.
