I'm not 100% sure about this but I think you have to activate someone off of LTIR/IR before trading them. Then the acquiring team needs to be cap compliant to take them on their roster, before putting them bak onto IR.

LTIR is such a hard thing to understand perfectly but i think TB would have to be able to fit these guys in prior to putting them on LTIR themselves. So doesn't help them.
