Others leagues are acting more severely (Somewhat) on those cases but the NHL is in a position where, on a business standpoint, it cannot start suspending some of it's star players for extended periods of time because of the scarcity of these said players. Thus why the league has barely any substance abuse protocol, anything non performance enhancing is basically allowed, sending a bad example for kids following these types of stories, therefore Kuznetsov being suspended 4 years in worlds and 0 games in the NHL.
It is a shame how the NHL has handled certain situations (Kuznetsov, Kyle Beach situation, etc.) but they cannot stand down in the Mailloux situation. Mailloux was awarded by MTL by selecting him in the 1st round (and the league must show that they will not allow for young players to commit such mistakes, and that they are not acceptable under any circumstance!)
