I'm suggesting Voit is not an NHL player. Just like there are maybe four Marlies from last years team that might be make the top 23 in an NHL roster, doesn't make all Marlies, NHL prospects.

You're right, he's currently not an NHLer, which would make him a prospective NHLer. Not all of them make the jump instantly. 80 points in 67 games in his second season in the OHL, not too shabby.

I don't think the Flyers need to do that, since there isn't much of a gap in talent between 2-5.
That being said, that's excellent value to move up to #2, so if the Flyers wanted Slafkovsky, I'm sure they'd accept easily
