Oh they are and it legitimately pisses me off. It feels to me like its part of the old boys club, especially when you look back to the comments Burke made all those years back when Penner was offersheeted. It was treated like a jerk, dishonourable move by... Lowe? Whoever was Edmonton's GM. Which is BS. Its a totally appropriate form of contract specifically put in the CBA.
I totally get being pissed when its done in a predatory manner (like when Philly tried to force Nashville to give up Weber by giving a tonne of money up front, which would be tough for Nashville). But I'd love if it were more every day like in the NBA.
And the crazy thing is in the NBA its fairly every day, and no compensation is sent back! You just have the right to match. In the NHL there is fairly significant compensation but theres an unwritten rule. Its lame.
(to be 100% clear, you are totally right, it is almost never done because of this fear. I just wish it was)
