Yes he is. TBL are JUST under the cap as it is ($1.5m under), and only have 16/23 players on their roster.

A minimum of one, but probably two of Killorn, Johnson or Palat still needs to go in order to free up cap space. One going only allows TB to sign 6 players at barely above league minimum to round out their roster, two allows for an average of $1.5M-ish per player.

In spite of the above statement, they won't accept that offer from Detroit for TJ. Foote + 1st rounder is a lot.
