Settle down, Panarin is not coming back. Also, they are not going to load up on a UFA because they have to sign Schmaltz. He will probably get $5-$6 million. They don't have money to sign a big name UFA.

This is a very inaccurate statement. In 2019 they are shedding Ward, Kunitz, and Kruger (at least $1.5M if they re-sign him next year), plus Murphy or Manning is likely out. That alone is more then enough to sign Schmaltz at $6M. Then add the space they have this year, $5M give or take, plus a cap increase of $2M. Without making any big moves, that should leave them around $10M free with Schmaltz at $6M signed. Let's not forget, there is a pretty high probability they move AA on top of that at the TDL or next off season and there's another $4.5M. Hawks have more then enough to sign a big name UFA.

Then there's ADB the year after. It's not impossible to sign someone in free agency, just might not be that smart.
