I know this is nowhere near realistic, but seeing the news yesterday that the Blues were making everyone available (there was some debate on Vlad), I wanted to see if it could work here.

I think with prorated contracts for this year, the team would be under the cap but I'm not 100% certain.

I know this puts the Bs in cap hell, but Parayko is a long term deal with perhaps 1-2 mil more than Carlo would have received anyway.

Next year, Chara comes off the books, unless the Bs decide to bring him back again. Hayes' buyout falls off the books. You can potentially move Halak to a team with goaltending needs based on his performance this year and bring Vladar up to back up. Those 3 moves would give about 8.5 mil in space, which would bump to 12 if the cap does jump to 83,000,000 like Bettman said. That gives the Bs plenty to sign McAvoy long term and give Heinen and JFK bridge deals.

Let me know what you think, this was more of a pipe dream than a real scenario.
