Its a full 23 man roster, I assume if they felt the need to call someone up after using all 3 healthy scratches they'd have to waive someone. I feel like what you are alluding to is more of an issue when teams are running lean and only going with 21-22 man rosters.

Yup. To be fair I said the same last summer then they both came back and put on a season for the ages lol

I’m expecting a 22 man roster with LTIR used if injuries occur.
